Article 80 Developer Submission

This service is provided by the Boston Planning & Development Agency (BPDA) to facilitate sharing files and updates to your projects as they go through the Large Project Review (80B) or Small Project Review (80E) process. Developers are required to submit their materials through the Article 80 Developer Portal and will receive automated emails as their projects progress through the Article 80 process. 

Project Notification Form (PNF), Draft Project Impact Report (DPIR), Final Project Impact Report (FPIR), and Small Project Review Application (SPRA) submissions should include the following completed checklists and /or documentation, where applicable:

  • Accessibility Checklist (Applicable to all projects subject to Article 80B and 80E). If you are submitting a Notice of Project Change (NPC), please consult your assigned BPDA project manager in advance of any submission, to confirm whether or not an Accessibility Checklist should be submitted with the NPC.
  • Article 37 Green Building and Climate Resiliency Guidelines documentation (Applicable to all projects subject to Article 80B). If you are submitting a NPC, please consult your assigned BPDA project manager in advance of any submission, to confirm whether or not an Article 37 documentation should be submitted with the NPC.
  • Article 80 Broadband Ready Buildings Questionnaire (Applicable to all projects subject to Article 80B). If you are submitting a NPC, please consult your assigned BPDA project manager in advance of any submission to confirm whether or not an Article 80 Broadband Ready Buildings Questionnaire should be submitted with the NPC.
  • Smart Utilities Policy for Article 80 Development Review documentation including the Smart Utilities Checklist (May be applicable to all projects subject to Article 80 review but depending on the size and scope of the project, different criteria may apply). If you are submitting a NPC, please consult your assigned BPDA project manager in advance of any submission to confirm whether or not the Smart Utilities Policy is applicable to your project.
